On 21st October 1904 the Baltic Fleet of the Imperial Russian Navy mistook a British trawler fleet from Kingston upon Hull in the Dogger Bank area of the North Sea for Imperial Japanese Navy torpedo boats and fired on them. Two fishermen died, six more were injured and one trawler was sunk.
The incident led to a serious diplomatic conflict between Russia and Britain, with the Royal Navy preparing 28 battle ships for conflict. The incident was resolved by an International Commission of Enquiry in February 1905.
